Citizens Property Insurance functions as an insurance provider of last resort, giving coverage to Florida citizens who do not have other access to adequate insurance coverage. It functions as a safety net, and is primarily used in the Gulf region, where the threat of hurricanes has kept many traditional insurance providers from operating. 

Citizens Property Insurance was created by the State of Florida in 2002 by merging two existing entities, the Florida Windstorm Underwriting Association and the Florida Residential Property & Casualty Joint Underwriting Association. Citizens Property Insurance is a non-profit organization, run by a board of governors appointed by the State of Florida. 

Prior to 2007 Citizens Property Insurance was required by law to charge rates that were higher than an average of other major insurance providers in a given region. Since 2007 that requirement has been eliminated, and Citizens Property Insurance may now offer rates that are competitive with private insurance corporations in a given region. 

Citizens Property Insurance covers more than 1.4 million homes in the State of Florida, and in many cases is the only option. It fills a need by providing coverage for those whose homes are deemed high-risk enough that private insurance providers will not cover them.
